Banks’ stress test results expected May 4

WASHINGTON — The report cards are almost ready. Federal regulators soon will announce how the nation’s 19 largest banks performed on tests gauging their ability to withstand worsening economic conditions.

The agencies performing the tests — which are coordinated by the Federal Reserve — will put out a “white paper” on April 24 detailing their methods, according to a government official.

The government hopes to have the results “made public in some way on May 4,” said the official, who requested anonymity because the plans are still in flux.

The tests, which subject banks’ balance sheets to scenarios including escalating job losses and declining home prices, are a centerpiece of the Obama administration’s financial rescue efforts.

The results will help officials divide banks into three categories: those that need more capital either from the government or private investors; those that are healthy; and those that are too weak to survive.

Questions have swirled since the tests were announced in February about how the results will be announced. The information is considered very sensitive because it could lead to drastic market swings. In normal times, regulators conduct similar assessments and keep them confidential.

But since major banks have taken billions in federal bailout money, taxpayer advocates and policymakers — including House Financial Services Committee chairman Barney Frank, D-Mass. — have demanded greater transparency. Many want to know what the results will mean, and whether they could lead to additional bailouts.

Treasury has spent much of the $700 billion Congress allowed it to distribute, and the Fed and Federal Deposit Insurance Corp. also have provided assorted subsidies.

When regulators describe the banks’ performance, they are likely to pursue a middle path, revealing mostly industrywide results while encouraging banks to disclose some specifics about their own performance. The goal is to satisfy calls for transparency while allowing strong banks to provide some cover for weaker ones.

It is “still under discussion” what details will be included in the May 4 announcement, the government official said.

The banks last week received letters from the government asking them not to disclose results as part of their quarterly earnings announcements. The fear then was that banks unable to broadcast encouraging test results could be punished by investors.

The letters followed public statements from bank executives about the tests, including Wells Fargo & Co. Chief Executive Richard Kovacevich’s calling card the process “asinine.” Bank of America Corp. CEO Kenneth Lewis and Citigroup Inc. CEO Vikram Pandit both had alluded to strong performance on separate, internal stress tests in recent memos seeking to build employee confidence.

Wells Fargo has received a $25 billion government bailout; Bank of America and Citigroup each received $45 billion.

Industry groups have groused about regulators forcing healthy banks to take bailouts.

Some smaller banks already have returned the government’s money — plus interest — because they were unhappy with new conditions Congress had imposed. Large banks, including JPMorgan Chase & Co., Morgan Stanley and Goldman Sachs Group Inc., have said they want to return the bailout money soon.

Free gas card promotion leaves participants empty handed

A free gas card promotion has Las Vegas residents’ patience running on empty. Thousands of drivers are still waiting on their cards, months after the promotion ended.

Contact 13′s Tricia Kean sorts through the mess and shows you what to do to get what you’re owed.

“They were giving away $250 in gas certificates,” said John Brooks.

Last summer, car dealerships all over town were offering free gas to get you in the door.

With gas prices over $4 a gallon at the time, it was an offer that John Brooks just couldn’t pass up.

“I thought that was a pretty good deal so I went down and test drove one of the cars,” said John.

The deal was simple. John would pay a $5 fee, keep receipts of his gas purchases and send them in every month to be reimbursed.

John’s good deal soon turned into a situation that would frustrate him to no end.

“I jumped through all the hoops. I sent in all the paperwork and called them a few times and they would not talk about it,” said John.

After weeks of calling cards and never receiving his gas card John was told to contact the Better Business Bureau in Florida.

That’s when he knew something was wrong.

“I called over there and found out there was a lawsuit going on all over the country because it was a big scam,” said John.

The Florida-based company who was running the promotion is called Tidewater Marketing.

They hosted the site freebiegas.com and they’re now in a world of trouble. Contact 13 obtained a copy of a lawsuit being filed by the Florida Attorney General against Tidewater Marketing.

It alleges, deceptive marketing practices and contains nearly a thousand complaints nationwide against the company.

Contact 13 tried to contact Tidewater Marketing for a statement but when you visit their web site all you find is a place to file a claim if you were taken advantage of.

Fortunately for John Brooks, somebody was on his side.

“I called Channel 13 and talked to a really nice lady over there. And I believe she just kept phone calling card the dealership here in town until they finally gave me my $250,” said John.

The dealership hand-delivered the money to John ending months of frustration.

The Contact 13 bottom line is local dealerships were also victimized by this company. The Florida Attorney General’s office has filed an injunction against freebiegas.com essentially shutting them down.

The good news is they won’t be scamming anyone else. Unfortunately, it also makes it very hard to get any recourse for consumers.

Labor targets Wall Street on ‘card-check’

A new ad from organized labor targets Wall Street in calling card on Congress to move the controversial card-check bill.American Rights at Work (ARAW), a labor advocacy group affiliated with several unions, plans a nationwide buy for the ad to play on cable television across the country. It will begin during the two-week congressional recess now under way.

The ad targets financial companies that have asked for government bailouts for lobbying against the reliance calling card, which would make it easier to form unions. The ad does not specify which financial firms have lobbied against the bill.

“It’s the Wall Street way of doing business,” the ad says. “It’s time the economy worked for everyone again.”

The new ad suggests the fierce battle over the labor bill is not ending despite setbacks for organized labor. Sens. Arlen Specter (R-Pa.) and Blanche Lincoln (D-Ark.) in recent weeks have both said they will not support the bill, formally known as the Employee Free Choice Act (EFCA), unless it is changed. It is unlikely supporters can win the 60 votes necessary to move the bill through procedural hurdles in the Senate without their votes.

Labor and business groups have extensive lobbying plans over the recess. Both sides are treating the next two weeks as an opportunity to pressure lawmakers while they are home in their districts.

On Monday, minority business leaders called on Congress to stop the bill. At a press conference at the National Press Club, speakers from the National Black Chamber of Commerce, the Asian American Hotel Owners Association and other groups said the legislation would negatively affect their business.

The Workforce Fairness Institute, which is opposed to EFCA, set up a press call Tuesday for Steve Forbes, the wealthy entrepreneur and former Republican presidential candidate, to slam the bill.

Business leaders have attacked lawmakers, such as Sens. Mark Warner (D-Va.) and Mark Udall (D-Colo.), for suggesting they might support the card-check bill on procedural votes in the Senate.

Unions have not let up either. Labor groups and their allies plan more than 300 events during the recess. Through rallies, letter-writing drives and personal lobbying, EFCA supporters have targeted senators in Arkansas, Maine and Pennsylvania and have also prepared events in Alaska and Louisiana.

ARAW has retained consultant Andrew Bleeker, an aide to President Obama’s 2008 presidential campaign. Bleeker was the director of online marketing for the Obama campaign and was the presidential inauguration’s new-media director.

At ARAW, Bleeker will coordinate search engine and Internet banner ads from several different unions.

“It gives us a lot more opportunity to spend more money wisely and prevent waste. Efficiency is the key,” Bleeker said.

Buying Phone Cards Online

Many people are hesitant to purchase phone cards online because they think the process is complicated and may not be that secure. That seems to be reasonable given the number of reports on credit card fraud and scams that happen a little too often in the internet nowadays. But then again, most companies that are registered online have gone to great measures to make sure that security procedures are in place and that their customer’s information are safe and sound from the all too eager computer hackers. Perhaps it would help for these cautious consumers to know how the process works so that they may best understand and get comfortable into making purchases online. It is unfortunate that doubts and lack of information will deny them the convenience and the time saving features that purchasing online phone cards give as an advantage. Let us discuss the process and maybe get better informed ourselves.

Step number one involves choosing a good merchant to supply your phone card. You can simply go to any search engine, type in phone cards and get ready for a surge of supplier names offering a myriad of different phone cards for you to choose from. You may by all means explore each supplier’s site before settling on one. This will not only clear your mind but also give you confidence that you have selected a vendor that you think will best suit your needs. Should you have any doubts on your first supplier during the process, then at least you have a second one to fall back on. And research never hurt anybody. Better to be safe than sorry, right?

Online phone card merchants purchase processes generally following a pattern but may vary in some ways. The first phase is choosing your calling regions. Determining what locations or regions you plan on calling will allow the system to sort and break down the cards. The process works to give you an assortment of phone cards that would match your calling scheme. These cards will then be presented to you for selection. Typically, included in this collection list are the names and brands of the cards as well as the rates for each one. This is a good thing because you may not only scan through the advantages that a card may offer but you can also compare the costs if they are within your budget constraints.

Once you have settled on a card, you simply click on the button that says “add to cart”. If you decide on buying more than one card then continue by checking that item and adding it to the cart once again. Once you are done, go to checkout. Yes, this works just like in the supermarket. Now is the sensitive part. You give in the details of payment. Most online vendors make use of credit cards to process their transactions. Simply enter in your data. For your assurance, icons of security companies taking care of data protection may be posted on the page. You may check these companies to be sure of their capabilities of securing your personal data. After which, you wait for the email that should contain details of your phone card. The email will have detailed instructions to use the card that are simple to follow. In a few minutes, you may be surprised to find yourself a satisfied customer enjoying the benefits of online phone cards.

The VoIP Peering Puzzle

By Mark A. Miller
Solegy Systems, LLC, is a privately held application service provider with the primary mission of developing a managed service delivery platform for VoIP and next-generation service providers. The company’s products provide the plumbing to support the next-generation applications that will proliferate on 4G and other future wireless networks. Headquartered in New York City, the company has over 90 employees in New York, Toronto, and Manilla, Philippines.

Solegy’s platform is designed to help service providers to launch new services in the shortest possible time. Appropriately named ServicePDQ, this service delivery suite combines application/feature servers, session border controllers, real-time rating and charging and other operations support system/business support system (OSS/BSS) functionality into a single coherent system.

Because all solutions have been developed in-house, drawing on over seven years of research and development for other leading VoIP solution providers, Solegy claims that ServicePDQ is inherently more flexible than multi-vendor solutions, and that their platform takes the complexity out of the normally mundane but critically important aspects of providing a real-time service. Pre-built applications for VoIP service providers include prepaid calling cards, postpaid calling cards, broadband telephony, hosted PBX, voice messaging, and wholesale peering.
